Kellogg Tells Senate Panel Soviet Leaders See Mexico as a Base Against the U.S.

A document submitted during the Nicaragua hearing says the Communist program counts on uniting Latin America against American influence.

Secretary of State Kellogg submitted a document to the Senate Foreign Relations Committee on Wednesday saying Latin America and Mexico are conceived as a base for Communist activity against the United States, the Associated Press reported. Chairman Borah made it public during questioning of Kellogg on Nicaraguan policy.

The document says the Bolshevik leaders have definite ideas about the role Mexico and Latin America are to play in their program of world revolution and have made the destruction of what they call American imperialism a fundamental task. Kellogg quoted a resolution of the Third International setting out as one of its aims the uniting of national struggles in the southern republics.

The Evening Star said the document also asserted that Communists in the United States had been given instructions.
