Juan B. Sacasa, head of the Liberal regime at Puerto Cabezas, has refused the peace proposals of Adolfo Diaz, the Associated Press reported from Managua on Thursday. Diaz had proposed a conference on the basis of Liberal participation in the government, Liberal representation on the Supreme Court bench, uncontested election of Liberal congressmen in two departments and United States supervision of free elections in 1928.

Sacasa predicted victory and said Nicaragua needs a friendly alliance with the United States but not American tutelage, the Evening Star reported. Conservative sources said a detachment of Diaz cavalry defeated Liberal forces at El Pozo, near Telica in the northwest.

In Washington, the New Britain Herald reported, President Coolidge officially recognized Alejandro Cesar as Diaz’s special envoy, making him the first diplomatic representative of the Diaz government to the United States.
